How to play Teemo: Build AP and shroom the entire map. Leave no bush un-shroomed.

shroom everywhere (especially in corners of bushes, or in front of you if you are being in chased) and build on-hit items and attack speed:
Berserker's Greaves
Malady
Wit's End
Madred's Bloodrazor
Phantom Dancer
Nashor's Tooth

shreds magic resistance and deals tons of magic damage. If you have max attack speed (2.5/sec) and madred's alone, it would take you only about 8 seconds of auto attacking to deal lethal damage to anyone at all, no matter how much health they have, let alone adding the damage from malady and wits end. Great way to deal with that pesky 4k health Sion.

edit: your passive poison counts as magic too, and the magic resist debuff makes that more powerful too.

If you browse the MOBA Teemo guides you will find quite a few of them have excellent pictures of how/where to shroom (I'm not going to link any out of favoritism). It can't really be described in a text.

Just try to never ever have 3 shrooms in your inventory. If you have them, put them out, even if it isn't the absolutely perfect best shroom spot ever.

Remember to kite constantly, and use your W to make sure those pesky melee champs can't catch you.

If you are against a character with a gap closer, I don't recommend harassing with Blinding Shot. Save it for whenever they jump to you, and then immediately blind them and walk away. You will take zero damage and they will lose every trade. Harass with your auto attacks when their gap closer abilities are on cooldown.

In teamfights, you should be using Blinding Shot to shut down their AD carries.
Do not waste it on their tank who initiates the fight.
Do not waste it on the AP carry who targets you first.

If you have shrooms in your inventory and a teamfight is about to start, you can create an "escape path" for your team by making a little line of shrooms, spaced several feet apart. Should things go south, your team can run through the lane and the chasers will be slowed, allowing you to escape.

Don't underestimate the power of split pushing and then walking a few feet away and going invisible. Wait for the enemy team to run around looking for you, get bored, and leave. Rinse and repeat.

Remember to have fun out there, and if all else fails, YOU ARE CUTE! :) Good luck.
