Really depends.
Phoenix is AoE and strong AoE at that. It gets a lot of creeps gone fast.
Tiger, is more single damage burst. It is the "faster" creep clearer if you spam it.
Tiger combined with judicial use of Phoenix is a brutal tower pusher.

That's in terms of jungle udyr. For lanedyr, tiger is much better - only one attack required to deal damage, and heavy damage at that.
