SOPA (and PIPA) aren't even about piracy. They're about corporate control over methods of communication. They use the guise of piracy as an attempt to sway votes, but the motivation behind the corporations supporting it is that if it passes, they will have the ability to lock down internet communication, which is currently the strongest promoter to upcoming unknown (indie) developing companies, and smaller businesses (or in their eyes, business competition).
