I think your sexism is clouding your judgement.
If we define "smart" as "intelligent" and look objectively at the people that have been at the forefront of intellectual achievement throughout the ages we will see that the great majority are male. This should be an indication that if any gender is intellectually superior to the other it's likely the male gender. This is an objective observation.
I personally think that there probably isn't much difference between the genders in terms of intelligence. I believe it has more to do with how people grow up. The way men traditionally are raised seems to be more effective at fostering intelligence. So with a gender-netural upbringing I believe both genders should be able to reach similar intellectual achievements.
