Yeah it seems as though unless his moves pack one heck of a punch, he will spend most of the time standing there. He will be ignored, and be focused after the fight is over.

Hello fellow Summoners! I have basically copied my post from the official forums, hoping for some feedback from you guys! :)
I present to you; Fenn, the Piston-Fist Champion!
A slave to power-hungry master, Fenn was augmented with huge mechanical hands, intended for him to create machines of war for his master. However, without realising it, he had turned his slave into a formidable machine of war.
Fenn promptly escaped and headed for the one place he could think of that would give him a chance at a new life of riches and success; the League of Legends!
A very short back story right now, but it does the job!
Onwards to his typing and moveset:
Role: Fenn is a Melee champion who uses his deadly fists to pummel enemies to the ground. He excels in crowd control and big hits. Like Garen; he uses no mana.
Passive: Pain Train: To compensate for a slow attack speed, Fenn gains attack speed when stationary in combat. (Making him deadly in team battles with support characters on hand to help!)
Q: Wind-Up Punch: After a brief pause, Fenn dashes forward a short distance dealing heavy damage to enemies in a forwards arc. He must 'vent' after this move, meaning he is unable to attack for a short while while his fists cool off.
W: Steam Shield: Fenn vents both his fists, meaning he is unable to attack, or move. However, during this time he takes reduced damage and reflects it to all enemies in the SS radius.
Passive: Pain Train: To compensate for a slow attack speed, Fenn gains attack speed when stationary in combat. (Making him deadly in team battles with support characters on hand to help!)
E: ThunderClap: Fenn may use this ability up to 2 times in a row. For each consecutive use, the venting time is increased. Each use has a different effect. The first strike slows enemies nearby, and the final one does medium AoE damage.
R: Chasm Strike: Fenn leaps into the air, slamming both his fists down on the ground creating a fissure in front of him. Enemies caught by the fissure are knocked up, enemies hit by the initial strike are knocked back and stunned for a short while. Fenn must 'vent' after this move.
I haven't played the game enough to be able to recommend item builds, or runes etc, but I imagine nothing too different to Garen in the way of cooldowns, defence and attack.
