Depends a lot on the champion, but generally flat MP5 sets you up for a stronger earlygame. Most mages hurt for mana after earlygame though. I agree that MP5/lvl generally are better, but MP5 aren't far off.

For seals AP/lvl, Mp5/lvl, and HP/lvl are all common.
Glyphs are almost always AP/lvl, only exceptions are really only Ryze and Ahri.
Quints are flat AP except for Ryze because Ryze doesn't use AP.
