Its not really OP or UP its just wierd. You shuld polish the concept a little more. I definitely know how you see somthing in your head as completely awesome but on paper its lackluster. Try to be more descriptive. Especially on your ult. Does it work every time you click them. Like a passive or is it an actual move. Also there is no scaling on the move. So why waste points on upgrading it.
Your passive should blind for less time as well. 3 seconds is too much for an AOE passive. Try to remake Q. Like you can use it all the time with no suppress, but if you use it from vanish it will do your suppress thing.
Vanish has too long of a time for stealth. You should take it down to like 10/15/20/25/30 seconds with a scaling AD bonus like 10/20/30/40/50% extra magic damage. Maybe make poison blade an active that empowers his next strike to do X amount of damage over Y time. And give it a short CD. Its too like other moves out there the way you currently have it.

Alright. I tried looking at all the things you mentioned, and basically a lot of the suggestions you came with made a lot of sense, so I decided on just those that you suggested, and rewrote the descriptions on some of the moves.
Would it be possible to get a third opinion on this from anyone else, perhaps? ^^

Smoke Bomb: When Blur gets below 25% health, he throws a smoke bomb, that blinds all nearby enemies for 1/1.5/2 seconds.

Alright, I'm figuring this might be quite a bit overpowered.. :D But yeah. I'm not really focusing on the values but more the actual concept. But if you have any suggestions for making it less overpowered, I'd appreciate it :)
I might add comments for when he walks around, taunt and a joke later.
