Yah. I don't see it working for all champions and it might revolve around your lane match-up.

Challenging Smite (54 + 6 × level) true damage over 3 seconds from your basic attacks and the target deals 20% reduced damage to you for 6s
15 sec + 75 cooldown Range: 500
Ignite: 50 + (20 × level) true damage over 5 seconds
210 sec cooldown range 600
So yeah, Ignite does more damage over time for a longer amount of time, but it is on a heck of a lot longer cool down.
For someone that is heavily into autoattack trading it seems like Challenging Smite might be a boon. Downside is that you start with an item that doesn't give you any lane combat stats and the upgrades aren't super useful to every champion (maybe go for Enchantment: Warrior on say Tryndamere) though you could take a jungle camp to start with a level advantage.
