You may have slightly messed up the scaling on your Q - it seems like 40/80/120/160/200 is more reasonable, since scaling must be even. The same goes for the amount of time, I think you have to go 2.5/3/3.5/4/4.5.
Other than that, this is pretty innovative, and surprisingly in-depth. You'd have to know more details on the champion itself, especially regarding the amount of sludge you can generate and how fast it happens, but this seems original.

Thanks for the feedback and the scaling on Q was sorta messed up. Ill look into the CaC later ^^.

Yoo, The Shapeshifting Sludge
Hybrid Caster/Tank
Yoo uses a different source, SLUDGE! A light brown color on the bar which regenerates as much as energy, and as the amount of sludge Yoo increases, he grows bigger, the less sludge he has, the smaller he gets. Cool, huh? =)
Health - 2043 at 18 (513 + 85/level)
Mana - 0
Speed - 310
Armor - 90 at 18 (22 + 4/level)
Magic Resist - 30
Critical Chance - 0
Health Per 5 Sec - 46.1 at 18 (11 + 1.95/level)
Mana Per 5 Sec - 0
Range - 450
Passive - Oozing Layers - Yoo constantly oozes out additional layers of slime. When an enemy Champion gets closer to Yoo, their attack damage decreases depending on how close or far they are. This has a range of 700 and the max damage reduced is 40.
Q - Living Sludge - Yoo literally hurls his arms toward the direction specified. If the arms hit a unit or enemy champion, it deals 40/80/120/160/200 (+70% ability power) damage and spawns 1/1/1/2/2 little sludge monsters attacks the target for 3/3.5/4/4.5/5 seconds (They can be destroyed). The sludge monsters have 200 + 35 x lvl Health and 20 + 2 x lvl Damage. They have 0.831 attack speed.
Cooldown - 8/7.5/7/6.5/6 | Cost - 65 | Range - 1000
W - Sludged Lips - Yoo throws some sludge at the target champion, dealing 50/100/140/180/220 (+50% ability power) and stunning them for 1/1.3/1.5/1.7/2 seconds. This also disables you from using summoner spells for 0.2/0.4/0.6/0.8./1 second/s.
Passive - For every 25 armor or magic resist Yoo has(Based on whichever one gives the most health), he gains 20 maximum health.
Cooldown - 11/10/9/8.5/8 | Cost - 80 | Range - 550
E - Slimy Shield - Yoo throws himself onto an allied champion, protecting the champion from all incoming damage, but Yoo takes 150/135/120/110/100% of the damage taken (Dodge is still in effect). If Yoo gets below 28/26/24/22/20% health, he is immediately withdrawn from the champion (He cannot use this ability if below 28/26/24/22/20% health) . He can activate this ability again to manually withdraw from the champion. Regardless, he is removed after 10 seconds.
Cooldown - 16/14/13/11/10 | Cost - (Based on the % damage taken, which is based on your CURRENT hp . For example, lets say you have 100% health, and you take the maximum damage cap at level 5, 80% of your hp. Thus, 80% of your sludge is taken (Which would be 160 ) If Yoo has an insufficient amount of sludge needed, he is removed from the target) | Range - 100
R - (Ultimate) Sludge Prison - Yoo channels a large amount of sludge from himself (He is still targetable), and any enemy champion caught in the sludge will have their movement speed slowed by 20%/30%/40%. After 1.5 seconds, Yoo sucks them into the middle and covers them in sludge, dealing 150/200/250 (+60% of Ability Power) damage over 1 second. They are then spit out of the sludge in a random direction (same range as the ult). After the ultimate is finished, a dot is put on the enemy champions affected. If the enemy champion dies during the dot, 2 sludge monsters spawn at the corspe and attack the nearest enemy unit. The dot lasts 5 seconds and deals no damage.
