I see problems with this. I'm not quite sure how to phrase them though...
Insta-kill on a recalling enemy with his ultimate jumps to mind. 200% of your AD is a little steep though.
There are HUGE problems with his W. Suppression built into a non-ultimate skill. Free "Super", Super Minion. Derp-tarded jungling ability with it too.
Q seems like it needs some balancing, but not much.
E is just all kinds of wrong. No healing/buffs and a true damage DoT.... Maybe half healing/buffs instead. or drop off the DoT.
Weird stacking for his passive and all his other skills make him a very versatile champion though.
I'd love to see how he turns out after the balancing.

Q: Torque Machina
- Equips the target with machines buffing AS and MS
- MS is 30/50/70/90/110
- AS is 15/30/45/60/75
- Lasts 4 seconds
- CD is 14 seconds
W: Transformer
- Creates a machina. Can also be used on an ally minion. Will transform it and cost 25% of its original Mana cost. Cannot be used on anything other than an allied minion but one is not necessary.
- Machina is controllable and only one can be existent at a time
- HP is 30% of your MP
- AD is 30/33/36/39/42% of your AP
- AS is 1.5
- MS is 110% of your MS
- After 7 seconds it will jump (350 Range) at its current target and dealing 50/100/150/200/250 +40% AP magic damage to them
- CD is 13 seconds
E: Viral Infection
- Infects one enemy with a nano machina attack
- Healing and buffs are 90/80/70/60/50% as effective on the target
- During this time they take 30/45/60/75/90 (+.2 AP) true damage per second
- Range is 450
- CD is 13/12/11/10/9 seconds
R: Flux Capacitor
- Marks a target champion's current position (ally/enemy/self)
- After 4 second an enemy is returned to that spot and is dealt 100/250/400 +150% AD physical damage
- After 4 second an ally is returned to that spot and is healed by 100/250/400 +150% AD physical damage
- Range is 700
- CD is 90 seconds
As a side note. I would love to see him ult a TF. Utter denial!
