This ult is not "a little bit broken" it's one of the most ridiculous custom spells i've ever seen xD. Like, you could easily kill Mundo/Maokai/Sion in only one hit, on a 30 sec BASE cd (something like 18 sec with cdr ? o_o)
And you could probably just go for just
Infinity Edge for the Ult crit, and go straight tank, so you deal insane stupid amount of damage while being really tanky (or even
Trinity Force for even more burst on ult LOL)
And you could probably just go for just

Shield Bash 90 Mana 8 second cooldown
Flavius bashes his target using his shield dealing 100/130/160/190/220 (+75% total AD) magical damage and slowing his target's movement speed by 40% for 3 seconds.
Bloodlust 70 Mana 18/17/16/15/14 second cooldown
Flavius becomes bloodlusted gaining 30/45/60/75/90% Attack Speed and 30% bonus Attack Damage for 6 seconds.
Decapitating Strike 100/125/150 Mana 1 second cooldown
Flavius prepares for a finishing strike, making his next attack a critical strike which deals 300/400/500% Damage and ignore armor. Can have up to 2/3/4 charges, gains a charge every 60/45/30 seconds.
