Ghost is underestimated. Flash is more comfortable and more simple choice of summoner spell for many so they don't bother changing. Flash also often results in flashier plays. ghost}} is starting to become more popular on champions like [[graves, Viktor, Vladimir for example.

Great spell on a few characters but
Flash fills a spot that Ghost can't.People don't simply want to use it because they'd lose an instant reposition.
Ghost is decent if you just passively mash them and they don't have that much CC. Otherwise Flash has better usages (dodge abilities, instantly get to their carries etc.).My two cents.
ghost is definitely good but flash is necessary / more versatile in certain matchups.
for example it definitely is good on olaf or mundo, but depending on enemy jungle and your own lane matchup you may completely ruin your lane with one successful enemy gank since you dont have flash.
