Heimer is a pretty poor support as is, building him with virtually no AP will make him about as useful as AP Zed.

I don't think you can build a champion entirely around hp regen.
Like the health regen is probably overpowered, but why does that make him a better support?
Just pick him as a mid laner against poke, play him mid, and buy SV or Ohmwrecker as a defensive item if you want to troll.

Passive: Does no longer affect Heimerdinger
Stats: HP regen: 11.6 – 41.4
To compare, Darius, the second highest in the game: 9.8 – 26.0
As you can see, it is waay stronger. Now, a second new thing has been introduced: Percentage base HP regen.
Now think about a Heimerdinger with this build:
Talisman of ascension, Banner of Command, Ohmwrecker, Spirit Visage, Warmog's Armor, Ruby Sightstone
Good amount of utility with Talisman, Banner (which is perfect for Heimerdinger's nature) and Ohmwrecker to let your turrets live even longer at the enemy turret. Also, 40% CDR and the most important part, 450% Health regen (with Spirit Visage). This means for Heimer already 186.3 health regen per 5 seconds, but this doesn't include Warmog's Armor or masteries, means it can go even higher.
Of course, your damage would be low, but you are mostly a support which can throw in a multi stun + towers will deal damage over time. Also, you still push like a madman. Especially with Elixir of Sorcery, letting in proc on every hit onto the turret. And then, someone else in your team gets Elixir of Ruin (should be avaiable in any big push anyway) and suddenly towers fall like flies because they can't even fire back. And you want to kill Heimer? Nice try guys, nice try, try to kill Mundo more...
If you wonder why no boots, I go MS quints and the MS mastery. This together with Talisman of Ascension should be enough. For earlygame, I even get Mobility Boots but sell it if I can get my last item. Also, near towers, you gain 30% increased MS anyway.
