It's a good item for bruisers who intend to do a lot of 1 on 1 with another lifesteal/self healing champ. Wouldn't recommend it on ad carry though. Beats Jax, Renekton(the anti-heal also nerfs his ult), Mundo, Swain, Vladamir, Yi(Meditation is blunted by anti-heal), Warwick when you have a decent amount of damage and resistance.

Reasoning is simple;
The consecutive life steal nerfing on various items has made it the most cost efficient life steal item for lane phase, and the crit/active are useful, particularly vrs very sustainy solo tops.
I'm not sure who it's good on yet, but champions who need/want the abusive life steal value are probably good candidates.

I told you so.
Also, it's mainly good on solo tops and tanky dps, potentially useful in the jungle especially when ganking bot lane.
