Hecarim has 320 base movement speed. From my experience he can get to 680 speed without ghost. He has 360 bonus movement speed. That is 90 AD. If you use Ashe's slow against him, he will only get about 50 AD. 40 AD is a pretty nice debuff simply by picking a champion that can slow.
But I've barely see Hecarim and haven't played him yet aswell, so I cant really think of situations in which he is countered.

I play a lot of Nautilus, and I would like to at least say, if I'm solo top, I find it annoying when Malphite is up there against me.
He tends to out harass me with his rolling rock disc of slowness, and I can't exchange the harass back to him since he always has bonus shield life. He'll always be back to full health shortly after I touch him, so it's just a waste of mana to even try to exchange damage. So I tend to play very conservative against him. He seems to toss that rolling rock at me, any time I go in for a CS kill. So while I don't think he dominates me up top, he still does tend to slightly out CS me, and makes me completely bored up there.
Another Champion I had initial difficulty with was Jarvas. He just kept harassing me with the flag. I only laned against him once, so I don't have much else to say or elaborate on... but I think just from that one round it's at least plausible that Jarvas is a good counter to Nautilus. Pending Confirmation from others, of course.
An item to counter most Nautilus builds would be something that counters a lot of health. I've almost always built Nautilus with Warmogs, and it's very often that I end up with 4500-5000 HP by end game. So you usually wouldn't focus him, but if you wanted to you might want to make a Madred's that adds damage based on the enemy's target HP.

nautilus and hecarim are easily countered by a counterjungler like mundo, shyvana, noc, udyr because they can simply outjungle the two of them and keep them low in lvls.
if they lane, just pick a dominant laner like gangplank, teemo, riven...
all of those should work well
hekarim gets owned in teamfights by champions that can easily kite with blinks like ezreal, tristana...
things that can just reposition after his engages (ult and ms steroid)

From personal experience I'll never go Teemo against a Nautilus again..
Mobility+burst counters him. He wins nearly any trade in which he has a real chance to use his spells, so don't let him. He doesn't bully quite hard enough pre-6 to shut down Kass completely, and post-6 it's just a blinking, silencing nightmare for Viktor. I hear LeBlanc works as well.
Other than that... He out-trades sustained casters (!), out-ranges poke casters, and (usually) out-farms farm casters. No other AP is much of a counter, since he either smashes their face in at close range (Ahri f.e.) or takes laser potshots at comparable or higher range (Ryze, Xerath).

Tips: Don't underestimate his damage, he is deceptively strong when he pops his ultimate and his E.
Tri lane for life.

Counter Mechanics: Harass him, if he pops his shield, just wait for it to go away, it has like a 20+ second cooldown. Any CC removing champion is good against him, as he's extremely reliant on it to do damage or have his teammates do damage. Moving him out of position will likely stop most of his CC, so that works pretty well too.
Counter Items:

Tips: Trade often when his shield is down, he loses a lot of damage when he doesn't have it.

Counter Mechanics: Long silence or stun durations. Frequent disruption. MR building.
Counter Items:



Tips: Avoid his E. With the augment, it does ridiculous damage.

Counter Picks:




Counter Mechanics: Kiting and slows. Out sustain/damage negation helps as well.
