Don't listen to John.
Supports should prolly stick to 21 utility.
Melee bruisers (offtanks) should prolly go defense(dat CC reduction) or in some rare cases maybe go offense.
Casters should go 21 offense or utility.
AD carries should go 21 offense.

Supports are great with 0/9/21 too. Lots of extra HP.

When I play Janna, I find 0/9/21 extremely useful. Just for the bonus HP and I picked up some flat HP quint for my supportive rune page too.

I play most of my supports 0/18/12 for the defensive stats+Maxed Gold income.
However, i play my supports a bit differently than most people i guess.
I use heal/flash, and play aggressively in lane, not caring if i die as long as my carry gets kills/is able to farm/zone.
I just feel that 0/9/21 doesn't give me that "ugh that janna is so hard to kill, shes worth no gold, and she's CC'ing our whole team" feeling.
I also build
Shurelya's Battlesong, Aegis of the Legion, Quicksilver Sash, Randuin's Omen, and Warmog's Armor on most of my supports.
I actually made a build for janna just a few minutes ago haha.
