His lack of natural sustain would make it a little trickier to jungle, but the ganks would be terrifying. He'd probably be best as a mid or top bruiser the way I see him.

Love the idea, very creative and original. I think you might want to change some numbers, i find the passive useless, it starts applying stack when the enemy is way too low. Lets think about it, you abduct an enemy, so he has 5 stacks, lash out, he takes extra damage and 1stack, now what? Unless hes below 30% you have no way to stack, and the extra damage from night terror only removes stacks, and u cant wait for cooldown because stacks last 4 seconds
maybe reduce the stack number to 7 and make the passive start at 50%, this should give you at least 1 fear per full combo
Also, if the enemy is below 30%, and night terrors is turned on, do you still lose stacks on auto attacks?
The spell vamp is definetly too much, you could just lash out on a minio wave and get 9% vamp, and then some more for each on an enemy
Lastly 4 seconds leaves you a short window to kill the enemy, making nox either and att.spd or mov.spd champion to stick to his target

Very nice :) I like the changes you made, the numbers all seem good to me.
One thing bothers me though, I'm guessing he is a "assassin" type bruiser, who jumps the Adc like

Diana do. But he lacks stickiness, after he abducts he has no way to keep his target in check, I think he needs either a slow (with Q possibly?) Or a movement speed steroid.
Also, this guy can be a hell of a jungler! Aoe, sustain, and abduct it perfect for ganks

Passive: Nox’s attacks against targets with less than 50% HP apply stacks of dread. If a target reaches 7 stacks, his next attack will fear the target for 1.5 seconds. Stacks last for 6 seconds unless refreshed.
Lash Out: Nox strikes around him, dealing 50/65/80/95/115 (+60% Bonus AD) Physical Damage and applying 1/1/1/2/2 stacks of dread to everyone hit. If an enemy hit has at least three stacks, they take an additional 35/60/85/110/135 (+40% Bonus AD) physical damage and are slowed by 10/15/20/25/30% for three seconds.
