I love the idea for him, however, it seems like Abduction is almost too strong. Applying 3 stacks would do alot, then using Lash Out, and activating your ult and getting one auto attack while they are still feared. Now they are feared for another 1.5 seconds, and you can get in 4-6 stacks. If you build your champion to have chasing ability, maybe
Youmuu's Ghostblade or
Frozen Mallet, you can easily get to 7. Now another 1.5 second fear and another 4-6 stacks, and now pop
Ghost. You see where this is going. Now, if the Ultimate were to run out quickly, then this would probably make for a bad ultimate. However, as it stands, I believe the ultimate should run out in 8/9/10 seconds. Also, the auto attack in the air for Abduction seems absurd, as lashing out and then your first auto attack on the ground would be an instant 1.5 second fear on top of the 2 seconds already. Additionally, I feel like he can't have much magic damage or he would be pretty broke, so the spell vamp seems a little wasted.

I might add diminishing returns to his passive, like Kennen's passive. But the trick is that the fears don't stack in length, so if you aren't careful you lose considerable amounts of time. Combining that with the fact that you can't just build ATS, he shouldn't be able to perma fear anyone. The spell vamp is largely for symmetry, and spell vamp procs off of all spell damage, not just magic damage.
