Philo into HoG will provide more lane sustain and skill spam. It's generally superior to get the philo first ^^

I jungle rammus all the time no leash and he is an AMAZING jungler. he ganks super hard at 4, and oftentimes I gank at 3, kill one guy fr lvlup to kill the other one :D
I also saw a jungle amumu start with regrowth and 1 pot in jungle and he rushed philo stone. he cut it super close though

Jarvan and Shen shouldn't start on blue. I always start wolves and save blue for when I am getting ready to gank, plus this way they don't need any help to start either.

This is probably the best start on Amumu if you get a decent pull, otherwise you'll die at red or be stuck waiting for your health to regen before you can attempt it.
I'm my teams tank, we mix it up a little and I don't usually have to jungle, what I usually do is go bot with my ad carry, I grab philo stone and a HOG so I don't have to take any of there farm, and i protect them like a boss and rack up on assist to make up for not having any farm.
So if you are in a lane, then I highly suggest getting both, but really i jungle now with a philo and a HOG, because the beauty of jungling with a Rammus or an Amummu is that you really don't have to change your build to wreck jungle.

if you want to play tanks you should go top/jungle with most of them (xept ali/leona and maybe even shen ;) ) but if you duo with your carry you will have to give him 100% of the cs

if you are going to do that, i would recommend GP10 Quints
and if you are going to jungle check out stonewall008 youtube channel for standart routes and rune/masterysetups.
Solotop i gues you can start regrowth on most mana reliant tanks. if you want to have an easy time top i would recommend going Nasus since you can build the resists you need early and match your runes to the lane opponent w/o losing much. Nasus is a great topchamp and forgives mistakes (at low elo that is ;P). otherwise i guess there are great solotop guides on this site or on solomids
