The AS was something I felt would make the item really strong, and I was right, perhaps too strong. But removing th AS and leaving the active is a better result. It could even (with the stats you suggested) be something an Akali might use to enhance the AD portion of her damage. After a hextech. I was looking for something flexible, that could perhaps shift the meta away from IE Ranged carries but still provide the effectiveness. This item would be killer on Vayne too.
And as you mentioned it would give more sustain for early game champs like the ones you mentioned. The active can be adjusted, but 20% bonus damage sounds soooo sexy. I'm glad we're able to collaborate on this ^_^

With those stats, it would be less attractive for a ranged carry (Although theoretically they could combo it with a PD but I think I.E. would still be superior for ranged carries)
I think a move speed/attack speed debuff could be interesting for a guy like Talon, but it would be less useful for a lot of other champions.
Whereas a 20% damage buffer would be more useful for other champions like Panth, Urg, Ez.
You could even potentially use this on Akali, ye. Lol, AD Akali. I dunno if it would be better than AP Akali, but this item with Trinity and another Brutalizer into a Youmuu's might be kinda silly. You'd have max CDR, like 30% crit and a lot of Burst dmg and armor pen to comlpliment your E xD
Another potential buyer could be Gangplank. The CDR and ArP could be good for a Q-Plank who doesn't wanna dive in, but instead use his Q a lot.
Could even be good on Irelia? Jarvan?
It would crush faces on Lee Sin holy ****.

Yeah, it'd be great for any AD champ, paired with Ghostblade it's like WTF YOU DEAD SON.
I think it would be an alternative for ranged carries (depending on how they might change with coming patches)
But the base set up would DEFIANTLY help out the "underwhelming" late game carries. They could actualy do their JOBS ZOMG XD

Riot has mentioned how they balance the game through items at times.
It's not that champs need to be good at all times, there should be a ramp up and a fall off. It's meant to keep the game at a high pace...But if it worked as intended, we would have 35 minute games NOT 55 minutes+ @_@

The problem is the AS I think.
Take Ashe for example.
Rush infinity edge, PD, rush this right after, and her crit and attack speed are nuts, and her damage is high.
So let's think. Perosnally I think it's the attack speed that's making the item too easily used by too many different champs.
What if you just took the dagger and the AS out? And made it more like a physical caster type item for champions like Talon? But an end game one.

In this way it would be a great item for champions who want to use their skills for damage. You could use it for Panth spears, Talon skills, Urgot, etc.
Part of the reason those champions are considered early game is because they don't have a good end game item. I think you're right, this would be a cool way to give them more lasting strength.
What do you think about the item idea I listed? Was attack speed something you really wanted to see in the item?
This way I don't see see too many ranged AD carries using it, it's too expensive to buy for an auto attacker, but the stats are perfect for a physical caster type.
