Singed haz OP AP ratios so building AP on him is wonderful as long as you don't neglect durability.
ROA and Rylai are core on Singed imo. FoN/Banshee, (durability or AP item)*2 and Merc.

Rylai won't stop people from chasing me, however it will ensure that I will always be ahead. Plus an AOE slow in a teamfight which will make people take more dot from your poison is PRICELESS.

RoA is ****ing amazing, how can you "not need it"
Your passive = Mana is converted to HP (at a certain ratio) so RoA gives you moar HPz along with the AP with your ridiculous ratios. With that you can easily farm up a Rylai's which is also ****ing amazing. If you get to catalyst and are getting owned you can easily switch over to a banshee's veil for defense and give yourself the durability even earlier.
I think it's pretty core.
Build mentioned in OP is pretty bad, though.

Yea. It gives 811.25HP, 725mana, 80AP and 7.25HP5 when maxed out.
When not maxed out it gives 581.25HP, 525mana, 60AP and 5.25HP5. And it only takes 10min for it to max out.
The item is downright amazing on Singed.
When maxed out it gives you stats worth approximately 5350gold. When not stacked at all it gives stats worth approximately 3900.
Rod of Ages costs 3035gold. 2300gold's worth in free stats? Yes please.

The items are in the order that I get them.
Lich Bane -> Boots of Swiftness -> Rod of Ages -> Banshee's Veil -> Manamune -> Nashor's Tooth/color]
It's a start, but It looks like it could use a lot more supervision when it comes to the items because they are expensive but I'm also not very familiar with all the items because I usually use Warwick and go for the same build.
Feel free to add or take away. Trust me, I will steal it. ;P
