You have to find a summoner spell that makes a specific champion seem OP through early game. That's how Heal got popular again, it just works on more champions than people realized.

Surge Works really well on Kayle since she's such an on-hit champion *crowd laughs, falseo shrugs* I've put it side by side with exhaust and ignite in practice runs for a week and it'd get me a lot of first bloods and consequent kills.
Of course it's like what people said, situational/spells only going for one champ are kinda meh (like Clarity being decent on Lux since she often would almost require to flash in in order to land that ignite, due to range)

Promote, The upgraded minion should get an aura like at the old Promote. And it should be a rider, looks cool.
Surge: Ehm, just make it into the first idea with the aura.
Garrison: Well, it should shut down enemy turrets completly.
Revive: Just lower the cd by 3 mins.
Clairvoyance: Lower dat cd to 50-60.
