ricochet shouldn't have that long of a cooldown, and i actually like the idea of it. plus that should take care of sivir mana problems from ricochet spam.
as for her passive it sounds great, as they said she wont have to blow ult to chase.

Boomerang was always her biggest pushing tool.
Along with having a lot of burst potential now with her double hit, the change also allows her to farm more effectively in the early levels.
I'm still disappointed her range didn't get buffed. (Or did it? I wasn't paying attention :s)

the problem was that a ~550-600 range ricochet would be hilariously OP. As in, some of the best team fight damage of any AD carry from a safe distance. That was the reason her range was so low initially. They had to rework it to allow for the range buff.
