I've seen Galio supports passing by, but none of them were really amazing :P
He has some annoying poke though. If he can keep up his mana, he should be okay I guess...

Galio really needs gold to be effective. He might not do Tons of DamageTM, but without items he won't survive long enough to get in the middle of a fight to get his ult off. Or he'll just die during his ult when he taunts a mid-game ADC. He simply can't get the stats he needs on a support's budget. While he can be effective as a "support", he's nowhere near as consistent as the traditional supports.
Also, there are other mid laners that don't exactly do incredible damage, either. Think Morgana, for instance; damage is not the reason you play her. Galio falls into this category of utility-heavy mid laners.
As for his shield, while 90 armor/MR is really nice, it's not actually as good as health shields in the poke atmosphere of bottom lane. 90 armor/MR is better in a long term engagement, but when trading poke/harass its better to have a shield that prevents enemy poke/harass from ever reaching your HP rather than mitigating its effect on your HP.
