Bloodrazor is gone because no one built it, and it was only good on a limited few champions. Your proposed change of adding armor to it doesn't change the fact that almost no champions would want to buy a luxury item as expensive as Bloodrazor would pick it over others. It's magic damage isn't good for ADCs, and it gives no lifesteal or reliable damage. Sure, your proposed change gives it a bit of tank, which is nice. But you don't see Atmas Impaler being built, despite it's armor, crit, general slot efficiency. You also hurt it's passive by making it current Health.
You didn't buy Bloodrazor because it gave armor. Why the **** would you have a Chain Vest in the recipe?

Atmas is actually pretty a cost effective Item on Garen but yeah outside of Him no once uses the item
Bloodrazor wasn't bought because it gave AD and dealed magic damage at the same time, while only adding a tiny amount of armor. This made it unattractive for even some like Teemo or Kayle. With a clearer focus like this, it would find its use on tanky champs that want more armor and attack speed. Or generally champs which can use on-hit effects. As for no sustain compared to
Blade of the Ruined King i even already got an idea.
BTW: The problem of Atma's atm is that the passive is overnerfed and the crit is only so so useable.

SOME bruisers use attack speed. The only bruisers that really use it are like,
Trundle and
Warwick. Most the champions in need of AS are not even actually bruisers (
Irelia is pretty much a melee carry, for example). BORK is a fine replacement for old bloodrazors, and if you really wanna mix up your damage on a bruiser, go
Wit's End and
Sunfire Aegis.
