Xin is a very good Jungler, even tho I don't jungle him often I would recommend the following:
ArP Red
Armor yellow
AS Blue
AD Quints
go 1/14/15 Masteries with two points in Veteran's Scars and full MovSpeed masteries.
The one in Offense is for improved smite ofc.
I wouldn't go 21 Offense because you want to keep your buffs as long as possible and the extra movementspeed helps alot together with bonus survivability for Jungling and Fights.
Just try and see what fits you best, I like tanky xin the most.

You might need to go stonewall's superior route to survive with vamp scepter, but it's usually worth it.

I find xin better suted for lane as well.
I wouldnt focus too much on jungling runes since this isnt something you will do for long.
