Despite your feelings of Pantheon being a "strange" jungler, hes actually very viable in the current jungle. He was good before, but now he's even better.

The best part about jungle panth, sort of like what Zep is saying above me, is that Panth has semi-global ganking powers. And, with that comes a semi-global stun.

Until they totally remove dodge from the game, Jax is still a scary top solo. You can't duel a good jax. You just can't.
Warden's mail sure does help against Jax though.

As for the Jax being slow: He's no udyr. But still, all you have to do is max your e fairly early and just wait for the minions to proxxy your dodge.

Uhm, mostly it's because I've never seen any live-streams do it and at my elo(~1000), I get lots of **** for jungling these guys. I had no idea these two as junglers was not a new idea. e.e

Reasoning for them:
Jax and pantheon have zero laning power, jax for his early game nerfs and pantheon for his, " w,e,q wtf no leave me alone ad carry D=" moments. These champions work modestly well after the laning phase,but having enough gear to go the long haul and stay in the fight takes a fed early game or a split pushing solo farming situation. Which is not what we want because jax and pantheon are invaluable during team fight,just their laning sucks hard.(well in my opinion they could be better)
How does it work:
Jax and panth goes into the game with smite/ghost and opens with the usual wriggles set up. After getting red, they can easily set up first blood by using ghost to keep on the squishy enemy targets. Using red buff, the extra slow with some much needed help from your teammates can give you a much needed advantage.
Pros:
Level 2 gank
Each has a blink like ability
RED BUFFF RED BUFF
Able to acquire necessary gold in jungle with a gp10 item
Cons:
First gank fails, then your whole jungle sorta fizzles out
Ghost/red buff dependent early ganks
How does it fail?
I'm still testing this in normal games when I can and in 1000 elo ranked,but it seems to work well. The worst thing that could happen though, is if the enemy team has a dedicated jungler who knows what they are doing.For instance, this udyr vs my jungle panth just wiped the floor with me.

Jax: Cloth armor+ pots, ninja tabi,heart of gold, malady, guisso, hextech revolver
Panth:Cloth armor+ pots,Heart of gold, Boots of ionia, Wriggles, brutalizer, bf sword
