League of Legends Early 13.6 Balance Patch notes: Buffs, Nerf and System Changes.

Huge Vayne Buffs, Love for Galio and Talon - Heavy Nerfs to Yuumi, Aurelion Sol, Veigar ADC... and much more in this Early LoL 13.6 Patch Notes Balance Update.

Champion Buffs for LoL Patch 13.6

Starting it off with buffs. A lot of forgotten champs are getting much deserved love (Galio, Vayne, and Talon) and Ashe ADC balance is still being worked on. The biggest changes are coming to Vayne (and they're getting a lot of mixed comments).

Vayne

Buffs to Night Hunter (Passive) it now gives more movement speed. Buffs to Tumble (Q) Bonus AD ratio (from 60/65/70/75/80% to 75/85/95/105/115%), and more max health true damage from Silver Bolts (W) in the early game (while being nerfed late game). 

Because the changes are that big, they also balanced her ultimate movement speed and the duration of Empowered basic attack (3 seconds) given by her Tumble (Q).

Galio

The forgotten mid is getting QoL changes. Shield of Durand (W) magic damage reduction increased - as well as his ratios, and Justice Punch (E) cooldown got reduced.

Talon

For a lot of time Talon players have complained about mana issues in early game, and feeling out of place in the mid assassin meta, so he is getting buffs across his entire kit. 

Base mana increased (377-400), Blade's End (passive) damage increased, Rake (W) mana cost reductions, and Shadow Assault (Ultimate) is getting damage increased - starting at ultimate level two (level 11).

Ashe

Frost Shot (Passive) bonus damage increased from 110% to 115%.

Champion Nerfs for LoL Patch 13.6

The nerfed champions in this LoL patch 13.6 are the reworked Yuumi, Aurelion Sol, and the recently buffed Veigar.

Yuumi

After the mini rework Yuumi has not stopped from being a driving force in the bot lane, and because that goes against what Riot planned for the cat, she's receiving yet another batch of nerfs in patch 13.6. 

The nerfs are going to be on the Prowling Projectile (Q), and Final Chapter (Ultimate).  Prowling Project (Q) mana cost is increased, cooldown adjusted, attached and unattached projectile speed reduced (From 1950 to 1600 to attached, and unattached from 1150 to 850), and Final Chapter armor and magic resistance for Best Friend removed.

Aurelion Sol

Since the rework, Aurelion Sol has been a meta pick, especially  in Solo Queue where his ban rate is as high as 50% in most brackets of play. So it was predictable that nerfs were coming for this patch. 

Breath of Light (Q) is getting the tick damage reduced (currently at 3.75.10 based on champion level). Singularity (E) cooldown is now 12 at all levels. Nerfs to both ultimate versions: Falling Star (R1) stun duration reduced to 1 second, and The Skies Descend (R2) knock-up duration was reduced too to 1 second.

Veigar

The Tiny Master of Evil is wrecking havoc in the bot lane, so to keep him good for the mid lane, he's receiving a series of nerf aimed towards his ADC position. 

Base HP reduced from 575 to 550. Base Armor reduced from 21 to 18, and Dark Matter (W) damage is adjusted from 100/150/200/250/300 to 85/140/195/250/305.

Champion Adjustments for LoL Patch 13.6

Dr. Mundo

The Madman of Zaun is getting buffed for the jungle. Blunt Force Trauma (E) monster damage ratio is increased from 150% to 200%, so expect him to get back to this role. 

As for other changes, Dr. Mundo HP regeneration is being reduced per level, from 0.55 to 0.44, and Heart Zapper (W) recast lockout timer is reduced.

System Buffs

There's only one buff really and is for the item Nashor's Tooth. The magic ASPD item will now give Ability Haste (Like it previously used to do), although the cost increased from 3000 to 3200. 

New Nashor's Tooth build path: Recurve Bow + Blasting Wand + Fiendish Codex. Total cost: 3200.

System Nerfs

Big changes to ADC items/runes, and nerfs to Dragon buffs. 

ADC Items

The over performing items Bloodthirster and Navori Quickblades are getting tweaked. Bloodthirster shield was a bit too high, so it is getting reduced in early levels, now it gives 100-400 (used to give 180 first). Finally, Navori Quickblades passive Trascendence  was too OP on Xayah and abilities based marksmen, so is being lowered to 12% from 15% 

ADC runes

Bloodline was giving too much sustain, making ADCs get away with great sustain while building full damage builds, the Life steal per stack reductions from 0.4% to 0.35% should balance things out.

The bigger change is to Lethal Tempo, the good news is that only affects range champions. Lethal Tempo was having too much success in early game, even making many marksmen unable to contest the early games against best users of the rune (Looking at Jinx). For that reason the Ranged attack speed per stack is being reduced from 5-9% to 4-9%. At the end changes would only affect early game because at level 18 everything is going to be the same.

Dragon

Throughout League history, Dragon strength has always been a issue. Riot is now taking some power out of their buffs to finally change things up in Solo Queue and Pro Play (Hopefully!).

Hextech Drake ability haste and attack speed has been reduced from 9% to 7.5%. Infernal Drake AP/AD reduced from 6% to 5%. Mountain Drake armor and magic resistance reduced from 9% to 8%. And Ocean Drake missing HP regeneration reduced from 3% to 2.5%

No changes to Chemtech Drake and Cloud Drake.
