I've been seeing loads of people getting this as an excuse not to run and instead replace them with . Is this as stupid as it seems to me or are there situations where it's perfectly legitimate, even advisable?

is great on bruisers with strong on-hit effects. They rely on the tenacity since they're melee, and also the on-hits w/autoattacks rather than crits.

To contrast, I don't think it's very good on AD carries, as they are often optimized for crit/dps rather than their on-hit effects.

is a good example of someone who does well with imo. In s2, she often did + (tenacity, magic res, on-hit dmg, aspd). Now she can do + and still get tenacity and aspd w/o building magic res if she doesn't need it.

Ok, thanks for your answers. I was curious, I hardly play ad bruisers (except for but I don't see me getting this when I still don't have ALL THAT HP AND CDR) and couldn't tell exactly who wanted this item.

I don't think it's incredibly great on Irelia, but I don't think it's bad.

Pretty sure it's bad on everyone else though, besides possibly Xin and I might be stretching it here, but teemo.

Or, you can buy Tabi and Zephyr and have the benefits of both Mercs and Tabi.

That's what I've been seeing on champions who use Zephyr anyway.

I think it's good on Irelia.

Merc isn't necessary on every bruiser anyways. People run AS boots a lot. Zephyr isn't "an excuse" to not buy Merc treads, it's simply a way to get tenacity back without having to buy Merc.
