League of Legends (LoL) Question: Riven Movement Speed

I wan to ask Riven Players if my idea is suitable for the last Nerf Riven got with the - 5 Movement speed change. I was thinking about 21/7/2 Masteries and the 2 points in Utility are for the 1% Mov speed and also 1 quint of Mov Speed on runes.

What do you guyz think? I really want your opinion :)
