If you wanna list the "Best" to "Worst" skins you would mostly just use the websites that offer that.
You can't specifically create a tier list of skins (to my knowledge), but what you can do is create a tier list and for each skin choose the champion it belongs to and put a note on that icon to say the name of the skin.
