Yes it does, but only for the first attack. You have to remember that Relentless Hunter only grants out of combat movement speed. If you want to add to celerity using the Sorcery tree, use Waterwalking or Phase Rush. If you are using a champion with CC you can also boost Celerity with Approach Velocity.
