Listen to LS, easier champions are the best for noobs. remove skillshots and certain strategies and you're left with a small pool of champions to choose from. I'd personally say champs like annie, malphite, garen. You can of course expand your chapions as you please but if you're new and wish to climb easier it's better to play with things like this.

I know that champions with easier mechanics win easier the game at low elo, but as my description is writing this tier-list is if you know you have mastered your champion and if so how many % chances you have, to carry the game, in my opinion. I mean say that there is a lol wizard and say you "I liked you so I want to make you beast in one champion". Hope I made you understand, I am very bad to explain things. Have a good day!

Sure Yasuo is a very hard and he needs a lot of skill but if you read the description it says the easy champion to escape low elo if you play them right. Namely how many carry-possibilities has the champion.

Of course Kassadin, Yasuo, and Vladimir are all S tier, those are easily some of the woooorst champs to see on the other team. Really, though, this list seems to check out, while I don't play ranked (yet) this seems like it's very similar to what you'd normally see in draft as well.

Well, I think that most of people play lol to win and when you win in lol you really have fun so ranked or not people play champion to win. Have fun!
