Assumes the player is good with the champion for them to be placed in their respective tiers.
The list can also shuffle around a bit based on your elo. A Bronze player should never touch Draven/Vayne/Kog and MF becomes S tier pretty much always up to plat or so (because press R and wipe in a teamfight, which low elo's love to have)
S Tier
Able to carry in early/mid/late game situations and is safe to blind pick.
Draven
Draven gets his own Tier because of the fact he transcends difficulty/general power. A good Draven will always be the best ADC to carry with in solo queue, but because he's so damn hard to pick up/master you can't really rate him that highly. If the Draven is good he's the best ADC. If the Draven is bad, he's one of the worst.
A+ Tier
A Tier champions that can also be S tier if they're picked into a non S tier champion or the player is exceptionally skilled at them.
A Tier
Great in general, but need either something else to make them work at full effectiveness or are simply outclassed by the S tier picks.
B Tier

C Tier

Still think Caitlyn is S tier after the 7.11 nerfs?
Yup. Her lane presence was unaffected and although headshot was a huge DPS boost with Hurricane, she'll still put out super high DPS late game with her safety and zone control from traps. Not to mention, I can feel less ****ty about myself going Shiv/RFC combo which on a trapped target can legit 100-0 people in a single shot.

She's just so consistent. Plus S tier isn't "perfect champ in every situation" all 3 of them still have obvious weaknesses. It's just that they can be safely first picked when you have no idea who you'll have on your team and who the enemy will pick. You'll always have the ability to hard carry one way or another with S tier champions no matter what, and without much of a learning curve for them.
EDIT: I forgot about Twitch. He's a god tier champion for anywhere below diamond, and can 1v9 every game thanks to his ability to punish poor positioning. Kind of like a Blitzcrank. If you misposition vs either of them, they will take a lead and run with it. However, the higher elo you get the less the enemy will fall of assassination attempts. They're always doable, and you'll always get 1-2 tries to do it at every elo but your lane will simply get rolled on by the S tier ADCs. Ashe being the only S tier twitch can deal with. Lucian will straight roll his lane meaning he won't be able to pick off the Lucian and will need to scale into the mid/late game thus giving him a glaring weakness at one of the most important part of the game. Caitlyn I would argue is a hard counter to twitch. Just never lets you farm pretty much at all, and if you open on her she can E cancel W you and one shot you if she's ahead (and she will be because she should win lane.)
Ashe's immobility is unforgiving but her ability to initiate teamfights seems like a pretty big boon for solo queue to me. Also she at least has slows to help her run away from someone running towards her.
The S Tier also totally checks out. Even in Gold I swear I only see these 3 ADCs 90% of games. I even ban Caitlyn sometimes cuz I hate her and she's dumb. >.> Would be nice to see more variety in the ADCs that are being played. :(
