Passive doesn't really make that much of a difference at top and he doesn't have enough sustain/burst to fight bruisers efficiently. Maybe at earlier levels he does, but not after that. + you have to make a choice with him.

I really disagree with ignite, in most cases if lux gets into range to ignite someone, she's as good as dead (leblanc's combos at ignite range take only a second and get you from full to null =P)

"I disagree with leblanc not being a counter to lux.
First of all, her Q-R will take 75% of your hp AND her full combo cooldown is half as short as yours.
That's if speaking pure damage.
Also, a competent leblanc will dodge all of your skills, not just the laser.

She doesn't need flash just for the same reason.
