First thing to note: I'm unranked. I'm trying to master more difficult techniques before I throw my hand at ranked. I'd also like to stand on equal ground against some Silver-ranked friends or be able to occasionally beat my Gold-ranked friends. Part of this preparation is understanding how the ranked system works. This is what I've deduced so far about LP Clamping.

So from what I understand, LP clamping occurs //specifically// when a ranked player is ready to move up a tier (ie, bronze I to silver V, platinum I to diamond V). It may or may not occur between the individual divisions, as it might be a weakened pull for division changes.
The trigger for LP clamping is when there is a set "average" or "minimum" MMR (player skill level) that the player ready to move into the division does not meet the requirement for. That is to say, a Silver I player who is LP-ready to move into Gold V does not meet the MMR requirement for Gold V and/or Gold Tier.
As far as I can tell, MMR does not affect your matchmaking in bot games and obviously won't affect custom match-making. It is used to some extent by normals, from what I can tell, but the MMR for normals and the MMR for ranked are two separate numbers. This means you cannot boost your ranked MMR except by playing ranked games.
What this adds up to is that even if you meet the LP requirement, LP is NOT the determining factor for your rank. It is, in fact, the old elo system that matches your elo to your division. If this is correct...

Correct.
Basically, MMR is like elo. In season 2, this was shown to someone directly. Reaching silver/gold/platinum/diamond meant having to reach certain numbers in elo (for example, 1500 elo was gold).
This season, instead of showing you the MMR/elo, you are placed into tiers/divisions and, after a game, you are shown your gains/losses in LP. There's an obvious connection between the two (you gain more LP if your hidden MMR is high, you experience clamping if your hidden MMR is actually not high enough), but it is indeed not the same.
I could explain it more in-depth, but yeah, you got the basics correct.
Edit: Oh, one big difference I should mention is that in season 2, if you lost a game while having 1504 elo (for example), you'd drop out of gold. Now, though your hidden MMR might still drop below the 'official gold rating', you won't drop back to silver again.
