What changed in bot lane?
Buffs:

How will this effect bot lane ?
To be honest, I say not much. The ratio changes on all champions in bot will do little to fix the problems with
Janna or
Braum. (
Janna is too safe and deals too much damage, while
Braum is still a bit too tanky early on. ) I fully expect the meta in bot to move very little and possibly not at all.
On the plus side the removal of sweeping lens and intimidate upgrade into
Popular and Strong ADCS

Her ratio with her kit, despite the nerf, are still really good. She is not actually a good champion or has a good kit even, it is just that her numbers are overtuned at the moment.

Conclusion
Bot lane is in a state that has a few very strong champions, followed by many ok champions. You can play anyone traditionally found in bot lane at the moment, without it being considered a bad idea.
With that being said,
Kai'Sa and
Janna are way too strong for doing so little at the moment. I think by tuning their ratios and nerfing
Ardent Censer, we could fix these problems. Fix this and bot lane becomes a much better place to be.
