I'd actually swap the Randuin's for Atma's in most cases on Nocturne (You want damage and crit strikes, and because of his ultimate survival isn't needed to reach your target. Blowing it up ASAP is a bit more desirable.)

Not true. It doesn't do as much damage as Nidalee's spear toss.
He's no longer tier 1, but he might make the cut for tier2, and would easily be a high tier 3.

Dodge being one of the most powerful effects in the game, and attack speed being one of the most easily accessed effects.
