Twitch Was like one of the #1 OP ranged carries.

If you want a carry who does REAL magic damage, pick Kogmaw.
TF's range makes him a bad carry.
Vayne's range makes her almost not great, but she's so fast and mobile she works. TF doesn't have that. "
