Use wards. Especially vision wards.
Some one on your team get oracle's elixir.
Having a vision champ (
Caitlyn, Lee Sin etc) is helpful.
Don't feed him and group up for mid game. He has kind of a bad late game if he's not fed.
Obviously it's not as simple as that, but try to use those strategies to help you. The key is to make sure he doesn't get a huge advantage early-mid game, then just group up and it'll basically be a 4v5.

He is winning because Twitch is NOT weak and he hasn't ever been weak :/
Twitch Was like one of the #1 OP ranged carries.
Now he's a like any other stealth champion in terms of strength, but you make up for that via good plays.

Twitch is weak and he's getting a rework in the next few patches. The whole twitch setup is sacrificing his important stats to gain a stealth, which include MS, escape mechanisms, while engaged, etc. That is bad on a AD carry such as twitch. twitch IS weak because his setup makes it so he can't do **** early.
Anyways, basically just ward enough, have good awareness, and don't feed him. The only viable twitch is a fed one ^-^

Only way he can beat you: He is fed. Also, since his "nerf for rework", the skill needed to play him effectively has risen alot. Until he gets trully reworked, he is not even viable vs most opponents. To be honest, I am surprised you say you see him in most games. I rarely see him since his rework, and when I see him I know it is a certain victory. There are tons of AD carries better than him.
To counter him: Stealth ward his bush early game. It might be expensive, but it will pay off, since he cannot hide his intentions from you anymore. Then harass him and/or outzone him ( most ranged champs I have seen + double stun combos have a field day with him ).
To summarize, he must not scare you anymore. Unless fed or played by an excpetionally good player that outclasses the combine might of the Demacian Army, he cannot harm you or your team and will only be a nuisance to the enemy team. Ward, Harass and be aware!
