"If anything, he was nerfed when lich bane got nerfed. You just have to pick a champ that has a good amount of crowd control in order to keep him from bouncing all around you, and Veigar doesnt exactly have that. Yes, he has the longest stun in the game (right?), but I believe Fizz can bounce ove"
