Because those items don't match his playstyle?
Fizz is an assassin - he doesn't have enough damage from his kit alone to insta-burst people, so people normally go AP / damage items on him....

"The thing is no ADC is mana hungry to a point where they're starved in teamfights, which limits ER's value as its other offensive stats are lackluster compared to the current ADC items.

"Not sure if this is stilkl updated but I recommend athenes --> dcap --> void more than a dfg.
Against most enemies you won't be able to pull off a dfg active safely in a fight, and it also leaves the option of building a blasting wand into a void directly as a second item if you're behind"
