RoA is only bought on specific scaling mages... It's not bought on CC focused mages.
EG: Lissandra, Ori, Zyra never buy RoA, while Kass and Karthus buy RoA despite them not being CC focused mages."

The jungler normally doesn't smite the first buff and gets help with the buff until its very low so he can have a better clear
