"Well yeah I agree Philo isn't a good first buy, but it's definitely not a bad item :P
And yeah at top lane you want to counterbuild against enemies to win your lane ^-^
EG:
First back home, you have 1.1k gold or so
You can choose to buy a philo wards and stuff, or negatron / chain vest

"Well you genearlly want as many wards as you can get early, and you want them to build off into gp5 items (generally)
Boots + wards
Cloth + wards + pots
Fairie + wards + pots < Most general start
