"Yeap, go to review shops. Some have harder requirements than others, mine is completely free (besides being level 30 preferably). However if you have an Evelynn guide I might not be the person to ask, but you could read the section "Yikes, I need help!" if you don't know which chapters"

And we each got a Riot Graves skin! koksei managed to get another one for Khazem (it's his bday today :D) and koksei gave the Rammus skin to Sjoemieh as he plays him most, apparently >_<"
