Whereas bot lane Veigar is dependent on support and has mostly winning match ups, you can still go Rocket on Veigar Bot but Luden"

It's the most optimal keystone since it enables that aggression, without Phase Rush you'd be running Aery for slightly more damage + shields but get punished a lot easier off ganks."
