Stupid question, but how do you recognize when there is a scaling win condition?

A win condition is what you need to do to succeed

This varies depending on your composition (What champions you have)

A scaling win condition implies the longer the game, the better because your champs are more gold efficient or stronger the later the game is. (I.E. Kayle 16 / Veigar passive / Senna passive). If your team has more scaling champions than the enemy, playing to slow the game down is good since you're playing around that "CONDITION" to win.

In terms of recognizing it, it's just about understanding what champions do and what part of the game they excel at.

I was wondering...

This main set of runes is also the lane bully runes, correct? When I mean lane bully runes I mean the ones that give you mobility but also the ability to constantly poke the enemy laner under tower and away from your minions.

Yes sir, Phase Rush gives you the ability to reposition from dangerous situations provided the cooldown is available. It's the most optimal keystone since it enables that aggression, without Phase Rush you'd be running Aery for slightly more damage + shields but get punished a lot easier off ganks.
