Meditate was actually nerfed in the previous PBE patch down to 1.2 AP scaling from 4.0. The "buff" is bringing it up to 2.0, but is still an overall nerf compared to where it is currently.

A lot of players are building Tear early on just to sell it later. MaKNooN is the only one I've seen actually get Tear on his top lane Kha'Zix, and he almost never actually makes Muramana - although Muramana itself is p"
