"You have Anivia, excellent. She's one of the best 6300 champs out there.
If you've narrowed it down to Vlad and Kog, it's up to you. Vlad is much easier to play and is a good AP nuker, but Kog is a strong ranged carry that I generally have more fun with."

"Definitely not 18. Generally if you rush I-Edge after boots you can get it at around level 14, 15. Last Whisper you can get as early as level 12, which is why I was wondering which one would be more cost effective."
