I counted with lvl15. IE wins, even more so with some kind of crit (items/masteries). LW gets better above almost exactly 100armor, but IE is way better below 100.

So could you give me two overarching statements about spell pen and armor pen?
For example: It is best to get flat magic pen runes with a combination of AP items.
or It is better to get % magic pen rather than flat magic pen.
Or is it different for every character, disregarding healing spells.
I'm not a graph kind of guy, so this would help me out.

MrP marks are always best with damage casters.
AP quints are much better early on, but MrP is usually better in endgame. There is no clear choice. Just get what you need.
In items it's a different story though. It's usually best to focus on either flat or %MrP. On some champs getting both is a viable idea if the enemy stacks up on plenty of MR.
It a different story with ArP though.
ArP marks are (pretty much) always best.
AD quints are best on crit builds IMO and ArP quints are best on anything without crit.
You NEED one source of ArP in items. Either Ghostblade (flat ArP) or LW (%ArP). Getting both is a bad choice.
Remember that it's never too late to stop building that Ghostblade and start with LW if your enemies start stacking armor.
